Timothy N. J. Antoine is an economist and development practitioner from Grenada who has served as the third Governor of the Eastern Caribbean Central Bank (ECCB) since 1 February 2016. In February 2026, he was reappointed for a third five-year term.

During his tenure as Governor, Mr. Antoine has championed a transformative agenda focused on financial stability, digital innovation, financial inclusion, and sustainable economic development across the Eastern Caribbean Currency Union.

Mr. Antoine holds a Bachelor of Science degree in Economics from The University of the West Indies (UWI) and a Master of Science degree in Social Policy and Planning in Developing Countries from the London School of Economics and Political Science.

Before assuming the Governorship, he served for 14 years as Permanent Secretary in the Ministry of Finance of the Government of Grenada, where he played a pivotal role in economic policy formulation and financial sector reform, including leadership of Grenada's successful Homegrown Programme and the establishment of the Grenada Authority for the Regulation of Financial Institutions (GARFIN).

From 2005 to 2007, he was based in Washington, D.C., serving as Advisor to the Executive Director for Canada, Ireland and the Caribbean at the World Bank Group.

Mr. Antoine has received numerous awards in recognition of his leadership and public service. In 2016, he was awarded the Order of Grenada Gold Award for Excellence. In 2018, he received an Honorary Doctorate of Humane Letters from St. George's University, a Certificate for Outstanding Leadership and Public Service from The University of the West Indies on the occasion of its 70th anniversary, and was named Caribbean Central Bank Governor of the Year by GlobalMarkets. In 2025, he received Grenada's Golden Jubilee Award for Exceptional Contribution to Finance.

Mr. Antoine serves as Chairman of the Eastern Caribbean Home Mortgage Bank and the Eastern Caribbean Securities Exchange. He is also a Board Member of the Toronto Centre for Global Leadership in Financial Sector Supervision and is widely recognised for his contributions to economic development, financial stability, and regional integration in the Caribbean.

Erin O’Hern currently serves as Senior Director, International Advocacy and Regulatory Counsel for World Council of Credit Unions (WOCCU). In her role, Erin engages in regulatory advocacy efforts on behalf of credit unions worldwide before various international standard setting bodies, such as the Basel Committee on Banking Supervision, the Financial Action Task Force and others. Erin also supports WOCCU member advocacy efforts within their individual countries through global best practices.

Erin brings over 15 years of experience working on financial regulations. Before joining WOCCU, Erin worked for ViClarity, an international subsidiary of three U.S. credit union leagues, where she led league-supported compliance services, provided education on emerging regulations, and supported technology-related risk and compliance projects.

Erin previously led the Iowa Credit Union League’s regulatory advocacy efforts, advocating for credit unions at the state and federal level within the United States. Before her work on behalf of credit unions, Erin served as a staff attorney for a legal aid organization, handling a variety of consumer financial protection and abuse prevention cases.

She holds her Juris Doctor from the University of Iowa College of Law.

C. Justin Robinson is Pro Vice-Chancellor and Campus Principal of The University of the West Indies Five Islands Campus, a post he has held since Aug. 1, 2023, making him the campus's third principal. He also serves as Pro Vice-Chancellor (PVC) for Academic, Industry Partnerships and Planning.

A national of St. Vincent and the Grenadines and a proud UWI alumnus, Robinson earned a Bachelor of Science in Management Studies with first-class honors from The UWI Cave Hill Campus, a Master of Science in Finance and Econometrics from Florida International University and a doctorate in Finance from the University of Manchester in the United Kingdom.

Robinson brings more than two decades of institutional leadership to the role. He has served as head of the Department of Management Studies at Cave Hill, executive director of the Sagicor Cave Hill School of Business and Management, dean of the Faculty of Social Sciences, and Pro Vice-Chancellor of the Board for Undergraduate Studies. He was also a member of the working group that established the Five Islands Campus in 2018.

A professor of Corporate Finance, Robinson's research focuses on capital markets in developing countries, public finance, financial risk management and corporate finance. He is the author of more than 50 refereed publications in regional and international journals. Beyond his academic output, Robinson is a frequent commentator on Caribbean economic and geopolitical affairs. His 2026 article, "No One Is Coming to Save Us," argued that the region can no longer rely on traditional partners for support amid a shifting global order and was widely circulated across regional media; he later expanded the theme into a public lecture series, "No One Is Coming to Save Us: The OECS in a Changing Global Order."

Prior to his appointment as Campus Principal, Robinson led the implementation of UWI's Multi-Campus Teaching and Learning Initiative, overseeing a two-year pilot from 2022 to 2024 that facilitates the sharing of teaching resources across the university's five campuses. He also oversaw the rollout of The UWI Foreign Language Policy, which requires students entering the university from the 2022-2023 academic year to demonstrate proficiency in a language other than English before graduation.

Robinson is deeply committed to public service across the Caribbean. He serves as a director of the Central Bank of Barbados, a post he has held since 2008; a member of the Fiscal Responsibility Mechanism in St. Vincent and the Grenadines; a director of Jamaica Money Market Brokers International; and a director of West India Biscuit Company (WIBISCO). He also serves on the Board of Directors of Caribbean Union Bank in Antigua and Barbuda. He chairs the Ratings Committee of CARICRIS, the Caribbean's sole credit rating agency, and serves as first vice president of the Barbados Museum and Historical Society. He has also served as a financial adviser to the Barbados Credit Union League since 2009.

Kareem Williams is the CEO and Founder of Peepalytics AI, a compliant AI analytics platform purpose-built for regulated industries. With over a decade of experience in senior AI and analytics roles at Amazon, Intel, and Pinterest, Kareem built and scaled compliant AI systems and data infrastructure at enterprise scale. He founded Peepalytics to unlock the vast, untapped data within regulated industries (healthcare, government, financial services, and education) without compromising regulatory requirements like HIPAA, FERPA, and SOX. The company's proprietary multi-agent verified AI architecture eliminates hallucination while delivering fully auditable, court-defensible insights. Kareem has assembled an advisory board including senior executives from Manulife, American Express, Airbnb, SoFi, Block, and Citi.

Akeem Shaw is a senior financial crime compliance and regulatory professional with over 15 years of experience in AML/CFT/CPF, financial investigations, regulatory supervision and international AML/CFT assessments. He currently serves as Manager of the Financial Compliance Unit within Antigua and Barbuda’s Office of National Drug and Money Laundering Control Policy (ONDCP), where he leads risk-based supervision of financial institutions and DNFBPs, including regulatory examinations, risk assessments, remediation and stakeholder engagement.

Prior to assuming his current role, Mr. Shaw served for approximately 15 years as a Financial Investigator with the ONDCP, conducting complex money laundering and predicate offence investigations involving asset tracing and recovery, financial analysis and international cooperation. He also served as a Law Enforcement Assessor with the Caribbean Financial Action Task Force (CFATF) during the 4th Round Mutual Evaluation of Sint Maarten, assessing technical compliance and effectiveness under the FATF Methodology.

An experienced presenter and capacity-building facilitator, Mr. Shaw has delivered technical presentations to senior financial-sector professionals across the Eastern Caribbean on beneficial ownership, risk assessments, AML/CFT/CPF frameworks and the practical implementation of the Risk-Based Approach.

Mr. Shaw holds a Bachelor of Business Administration in Accounting from Midwestern State University and has undertaken specialised professional training in FATF standards, financial investigations, asset tracing and recovery.

Mr. Morvin Williams is the Director of International Banks and Non-Banks at the Financial Services Regulatory Commission, Antigua and Barbuda. In his role, Mr Williams and his team maintain regulatory and supervisory oversight of international banks, credit unions, money service businesses and micro finance entities.

Prior to joining the Financial Services Regulatory Commission, Mr. Williams worked at the Eastern Caribbean Central Bank as a bank examiner and an economist.

Mr. Williams holds a master’s degree in Economics from the University of Hull (UK), and a bachelor’s degree in Economics and Management from the University of the West Indies, Cave Hill Campus. He is also an alumni of the US Department of State Hubert Humphrey Fellowship Program.
